Mr. Cleaver is part of the recent movement in the legal profession to "unbundle" legal services, which means that he is prepared to accept limited retainers in cases where someone either doesn't need, or can't afford, full representation in a legal proceeding. This allows clients to receive the specific legal assistance they need at a price that is tailored to their budget. For example, if you are charged with a Provincial Offences Act offence that carries a fine of $500 as a maximum punishment, it may not make sense to pay a lawyer $1000 or more to take the matter to trial for you.
